This involves the issuing of parking permits to residents of Leeds City Council who keep and use a car, a van or motorcycle on a full-time basis within a controlled parking zone. Businesses operating within a controlled zone area may also qualify for permits. Arthington is a small village in Wharfedale, in the City of Leeds metropolitan borough in West Yorkshire, England. It is a civil parish, which according to the 2001 census had a population of 561 and is in the LS21 (Otley) postcode district.It used to be a railway junction, where the line to Pool-in-Wharfedale, Otley, Ilkley, and on to Skipton joined the Leeds to Harrogate line.It is at the northern end of the Bramhope Tunnel.
